Survey Manager Typical Responsibilities
This position is responsible for managing the Iowa DOT’s preliminary survey field and office staff that are required for establishing project survey control and the acquisition of survey information needed to develop final roadway plans for improvement projects to the primary and interstate system. The five preliminary survey field crews consist of as many as 13 permanent employees and an intern responsible for the collection of Global Navigation Satellite Systems (GNSS) control networks and preliminary survey information. GNSS surveys establish the base control network which is used for all subsequent surveys, highway design, right-of-way (ROW) acquisitions, highway construction, and all future projects that will occur within the limits of the base control network. The preliminary survey crew’s collects and processes existing topography information which includes existing natural as well as man-made features and terrain data using electronic survey equipment and various data collection methods. The position will ensure that all field data that is collected in accurate and is lacking in errors and omissions. This position is responsible for providing technical expertise and guidance to the Preliminary Survey Team, IDOT field staff, District Land Surveyors and consultants on GPS surveys, horizontal control networks and vertical project data, digital terrain models, project coordinates systems, land surveying laws, and collection requirements for topographic surveys. They will also be responsible for providing ongoing direction, training, and support of the Iowa Real Time Network, DOT Subsurface Utility Engineering (SUE) survey mapping process, DOT GIS survey portal and Iowa Regional Coordinate System documents and website.
The survey manager is responsible for managing and directing staff such that all resources are optimized in order to keep projects on schedule. Recommends outside consultant services needs when additional resources are required. This will include contract administration duties such as requesting, preparing and reviewing consultant contracts to ensure all deliverables, scope, completion dates and costs are appropriate.
Investigates new survey equipment, computer hardware and software and methodologies so that the Iowa DOT is aware of current technological advancements in surveying; identifies, recommends and arranges for the purchase of current and future survey equipment.
Interviews potential candidates for positions within the survey Team. Checks and approves time and expense sheets and authorizes time off. Conducts annual performance evaluations and recommends employee development. Coordinates and provides training necessary to improve the performance of the survey team. Encourages teamwork and leadership through frequent interaction with employees.
Travel: In-state overnight travel is sometimes required.
Professional Land Surveyor License Required.
Driver’s License Required.
Experience using Bentley Mircostation Connect and Open Roads Designer CADD software is preferred.
Minimum Qualification Requirements
Possession of a current professional land surveyor's license as issued by the Iowa Board of Engineering and Land Surveying and experience equal to three years of full-time advanced level land surveying work (e.g., functions as the supervisor of others and/or the operation of surveying instruments such as GPS equipment, total station, level, etc.);
employees withcurrentcontinuous experience in the state Executive Branch that includes the equivalent of two years of full-time experience as a Survey Party Chief, Land Surveyor or Land Surveyor Senior and possession of a current professional land surveyor's license as issued by the Iowa Board of Engineering and Land Surveying.
