The Iowa Department of Transportation is looking to fill a Transportation Engineer Specialist in the Office of Traffic and Safety to assist the state.
The primary responsibility of this position is providing utility and access engineering support to DOT Offices and Districts as well as to local agencies statewide. Typical work includes: administration of the Utility Relocation and Accommodation Policy and Access Management Policy. Coordinate utility relocation process with District Utility Coordinators field engineering personnel, and Central Office utility staff. Coordinate access management process with Districts, Design, Right-of-Way, and others. Review preliminary plans and make field inspections to determine the possible impact to utility facilities and access locations on proposed projects.
Administer utility agreements for reimbursement to utility companies for relocation on privately owned land. Administer access agreements for relocation as needed. Review engineering plans, scope of work to be performed and cost estimates prepared by utility companies and/or consulting engineers employed by utilities, developers, or cities for preliminary and construction engineering services in regard to utility relocations and access locations to ensure adherence with state statutes and federal regulations. Investigate, analyze and respond to various utility and access requests to occupy the state's primary highway right of way. Recommend changes to administrative rules, department policies, forms, agreements and instructions so that clear concise information can be conveyed to the intended internal and external customers.
Minimum Qualification Requirements
Licensed as a professional engineer, and the equivalent of two years of full-time licensed professional transportation or related civil engineering experience. Must have, or prior to appointment, must obtain an active Iowa professional engineering license through the Iowa Professional Licensing Bureau – Engineering and Land Surveying Examination Board;
a Masters degree in chemical, civil, construction, environmental, materials, structural, or transportation engineering; engineering management; or an area closely related to transportation engineering may be substituted for one year of the required experience;
employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time experience as a Transportation Engineer.
