Shive-Hattery Group Inc. Civil/Structural Field Contract Administrator in Cedar Rapids, Iowa

Shive-Hattery’s Cedar Rapids office has an immediate need for a Field Contract Administrator (FCA) with 10-15 years of field experience to work full-time on site with one of our industry-leading industrial clients.

The FCA works under the Site Contract Administrator and is responsible for leading and managing the interface between the contractors and area(s).

The FCA position will work full-time in the field on a 1-year contractor that is renewable at the discretion of the client. Hiring is subject to an executed purchase order from the client. Training will be provided upon assignment and yearly thereafter.

Depending on the contract work activity, the FCA is responsible to ensure the needs of the business and contractor management are aligned and that the scope of work is understood by the contract. This position has primary field coordination roles in: scheduling, permitting, lockouts, quality, and receipt of service for any contracted service in the operating area. This position requires 40%-50% of each week in the field conducting audits and reviews for quality and productivity.

General Knowledge/Skills/Abilities

  • Understands basic contract administration concepts

  • Capable of performing tasks such as climbing stairs, towers, scaffolds, wearing a respirator, and other protective equipment as required.

  • Demonstrated knowledge of the area process, rules & procedures

  • Understands and follows all site safety procedures for contractor management and job specific procedures such as Lock, Tag, and Try, Confined Space, etc…

  • Is flexible and self-motivated

  • Demonstrated written, oral, and computer communication skills

  • Good team building, collaboration, and interpersonal coaching skills.

  • Demonstrates basic negotiation skills

  • Thorough knowledge of the Contractor Safety Handbooks

Requirements, Upon Hire

  • Complete Contract Administration overview training provided by the Global Contract Administration Competency

  • Complete and demonstrate understanding of Field Contract Administrator training by the Global Contract Administration Competency

  • Complete and demonstrate understanding of Field Representative training provided by the Global Contract Administration Competency

  • Complete receipt of service training

Duties& Responsibilities

  • Assists with leading the site contractor safety process at the site with the Site Contract Administrator

  • Audits that contractors have completed all site and safety orientations, certifications, and training required prior to beginning work. i.e. site safety rules, respirator certifications, competent person certifications

  • Participates in the work permitting process for all contractor jobs.

  • Avoids co-management and co-employment issues

  • Participates in developing Scopes of Work, job estimates and contractor scheduling

  • Monitors Cost/Schedules

  • Audits contractor for Satisfactory workmanship

  • Approves and signs daily reports of work

  • Write requisitions as appropriate and avoids unauthorized commitments

  • Responsible for auditing compliance with Business Conduct and ethics policies

  • Provides SDS to the contractor and obtains any SDS’s for contractor supplied material

  • Reporting any incident and/or injuries to the Site Contract Administrator and Area

  • Audits that contractor understands and follows safety and security procedures, OSHA regulations, and federal, state and local laws and regulations. Investigates documents and reports on all contractor safety incidents and injuries.

  • Participates in the process of contractor selection, including participation in bid meetings and selecting appropriate bidders.

  • Understands and audits compliance with standards and site procedures governing the management of asbestos, lead, cadmium, excavations, and other high hazard construction tasks

  • Leads and or participates in pre-start-up meetings for work in his area

  • Participates in the daily weekly site scheduling meetings

  • Attends area shutdown meetings to coordinate contract services if needed

  • Obtains estimates and quotes for routine or extra work to provide to Sourcing

  • Is on call 24/7 for contracting emergencies

  • Audits contractor compliance for all environmental requirements

  • Maintains contract and contractor files per site policy

  • Audits contractor compliance with all contract requirements, including but not limited to criminal background checks, substance abuse, fitness for duty, and confidentiality requirements.
