Job Description

This is a non-merit position with the Iowa Economic Development Authority . Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

The Iowa Economic Development Authority (IEDA), located in Des Moines, IA, is searching for an outstanding and motivated professional to join our team as our Controls Project Manager.

The Controls Project Manager establishes processes, compliance and reporting for the Community Development Block Grant (CDBG) and other federal and state grants that require such review and compliance. The Controls Project Manager will review regulations to design and implement processes and procedures to ensure compliance and prepare data and fiscal reports for federal and state programs.

General Duties:

  • Works with Program Managers to ensure compliance with federal and state grants

  • Collects and organizes data to write reports

  • Coordinates preparation and submittal of all agency plans to the Department of Housing and Urban Development (HUD), US Treasury, and the Internal Revenue Service (IRS)

  • Responsible for Data Management and entering data into state and federal database systems for tracking and reporting

  • Coordinates preparation and submittal of responses to HUD, Federal agency, and Congressional inquiries

  • Serves as the Fair Housing and Equal Opportunity (FHEO) Officer for the agency’s housing programs

The Controls Project Manager position is a non-merit position that is classified by the State of Iowa as an Economic Development Specialist 2.

Minimum Qualification Requirements

Graduation from an accredited four year college or university with major coursework in research, planning, economics, public relations, business, corporate finance, journalism, or marketing and experience equal to two years of full-time work that involved responsibility for interpreting laws, rules and regulations, and/or securing compliance with them; or compiling and evaluating statistical, historical, economic, business, financial, or technical related or program data;


an equivalent combination of education and experience substituting one year of the above required experience for each year (thirty semester or equivalent hours) of the required education.
