Estimating is part of TMG-TD and responsible to provide all estimating support for global capital projects supporting Technology Development (TD), Fab Construction Enterprise, Corporate Services, Assembly Test Manufacturing and Assembly Test TD. This position is for an Estimating and Preconstruction Lead to support project setup/commencement and early design and pre-construction phases of our global major manufacturing projects from an estimating and cost perspective, as well as ECM engagement as necessary to meet project demands and special projects. This is a key role within the Intel Estimating team that provides estimating leadership and support to major projects as they transition from feasibility/business case; through concept development and setup of project/local operations; and into early design and pre-construction phases. This position will be responsible for the initial set up and early delivery of estimating services including alignment with stakeholders and business units, development of estimate plans, publication of various types of estimates, forecasting, purchasing and cost control/engineering support, and ensuring adherence to estimating policies and procedures. In this role, you will contribute to strategic planning and tactical development to grow and improve Intel Estimating and support of business partners.
Estimator responsibilities include but are not limited to:Setup project estimating and cost related operations and deliver early estimating services on major manufacturing projects. Provide support of ECMs and project as necessary to meet project demands; burst capacity and special projects.Work directly with and in support the Fab Construction Enterprise (FCE) design mangers, finance controllers, and supply chain managers and in close coordination and support of site teams, projects teams and business partners.Manage transition from feasibility/business case; through concept development and setup of project operations; and into early design and pre-construction phases. Transition to project/local ECM/team.Develop and deliver cost models and parametric, tops down, conceptual estimates. Manage the production, timeliness, quality and accuracy of various estimates. Conduct project risk assessments with project teams and stakeholders, drive risk mitigation and account for risks in estimates. Ensure all estimates have comprehended the most probably cost outcome and account for all related costs.Deliver estimating services as required in early stages of projects including options and ROI analyses, early procurement support, cost/market data, etc. Inform and guide stakeholders and project teams to enable decision making, achieve cost goals, and drive best value. Align with stakeholders and project teams, provide management reporting.Collect, analyze and incorporate local and regional market and supply chain data, address in estimates and inform project teams and estimating teams. Develop tactical use and incorporation of tis data.Develop estimate plans and teams including QS RFP and onboarding and provide oversight of 3rd Party quantity surveying and estimating firms.Ensure compliance with global estimating processes and procedures. Contribute to innovation and continuous improvement thereof.
You must possess the below minimum qualifications to be initially considered for this position. Preferred qualifications are in addition to the minimum requirements and are considered a plus factor in identifying top candidates.
Candidate must possess a Bachelor's degree in Quantity Surveying, Construction Management, Management, Engineering, or other related fields.
10+ years of experience in construction, construction estimating, cost engineering, project controls manager.
5+ years of experience in Semiconductor Industry, Pharmaceutical, Petro-Chemical, Refineries, Pulp and Paper or other Heavy Industrial industry.
Experience using analytical tools such as Power BI, Excel, Power Query or Equivalent.
