Job Description

The Iowa Utilities Commission is seeking aUtilities Regulation Engineer 2position in its Safety and Engineering bureau. This is a permanent, full-time, non-contract position.

The successful candidate will serve as an agency resource on planning, operation, and regulation, and the design, construction, operation, and maintenance of pipeline facilities.

The employee will assist in reviewing and processing petitions related to natural gas and hazardous liquid pipelines to ensure the petitions are complete and in compliance with Iowa Code and Commission administrative rules. Work will include evaluation of route legal descriptions and maps, route inspection, design specifications, and compliance with content requirements; acting as a witness in contested cases; determining petitions and exhibits are complete and accurate, including engineering specifications and route; preparation of associated correspondence and records and communicating deficiencies or questions to the petitioner for correction or explanation; and field inspection as needed. For contested case proceedings, work will also include review and evaluation of required elements, preparation of a staff report, and testifying at hearing if requested.

In addition, this position will assist with the pipeline safety inspection program, which includes inspection/investigation of operator facilities, plans and procedures, investigation of incidents or outages, and aiding field inspectors regarding technical or code questions and preparing reports as needed.

The position involves occasional travel, some overnight. Ability to drive a vehicle and have a valid driver's license are required.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a degree in civil engineering, petroleum engineering, electrical engineering, mechanical engineering, nuclear engineering, valuation engineering, engineering economics, depreciation engineering, or industrial (i.e., engineering management, operations research, or engineering operations) engineering, and experience equal to one year of full-time work in the planning, forecasting, researching, designing, managing, operating, or evaluating of electric, telecommunications, gas, or water facilities or systems.

  • Graduation from an accredited four-year college or university with a degree in civil engineering, petroleum engineering, electrical engineering, mechanical engineering, nuclear engineering, valuation engineering, engineering economics, depreciation engineering, or industrial (i.e., engineering management, operations research, or engineering operations) engineering, and thirty semester hours of postgraduate coursework in accounting, business administration, computer science, economics, finance, statistics, or any engineering discipline from an accredited college or university.

  • Licensed as a professional engineer by the Iowa Engineering and Land Surveying Examination Board.

  • Current, continuous experience in the state executive branch that includes experience equal to twelve months of full-time work as a Utilities Regulation Engineer 1.

Travel, including overnight travel, may be required for positions in this class. Employees must arrange transportation to and from assigned work areas. Some out-of-state travel may be required, as assigned by the employing agency. Select positions may require incumbents to provide their own means of transportation in order to conduct state business.
