The District Materials Office is responsible for inspection and monitoring of approximately 60 aggregate production facilities (quarries, sand pits), approximately 40 ready mix Portland cement concrete (PCC) plants, at least 5 permanent hot mix asphalt (HMA) plants, and several other materials fabrication facilities within the 20 counties in the District; and similar facilities in adjacent portions of Missouri and Illinois. Transportation Engineer SpecialistThis position is responsible for all technical aspects of materials inspection, sampling and testing activities within the district on all State and Federal funded projects on primary, secondary, park, institutional and urban systems. This position acts as a lead worker in the District Materials Office. Responsibilities
Oversight of all materials inspection, sampling and testing activities by District Materials Office staff.
Inspection and monitoring oversight of project-specific portable pavement recycling plants, PCC plants and HMA plants.
Provides highway materials technical assistance through consultation to a variety of customers, including Iowa DOT staff, County/City/Consultant staff, contractors, and materials producers.
Oversight of the project materials audit process.
Oversight of the Independent Assurance Program (IAP) for materials testing in the District.
Oversight of the District's Technical Training and certification program, including some direct training duties as needed.
Oversight and management of the District Materials Office operating budget.
Involvement in technical committees and work groups to improve Department specifications, processes and policies.
Understanding of engineering principles in many areas including knowledge to evaluate and monitor sources of highway materials to ensure that they meet Specifications and Materials Instructional Memorandum requirements.
Specific knowledge of highway construction methods, inspection, and materials sources is necessary.
Knowledge and ability to use a computer is required.
Effectively communicate with others, both verbally and in writing.
A valid Drivers License must be possessed and maintained.
Licensure by the Iowa Board of Engineering Examiners as a Professional Engineer. This licensure must be valid and in good standing at the time of hire and be maintained for employment.
Shift: Monday through Friday, 7:45 AM - 4:30 PM. Hours may vary, and some overtime may be required. This position occasionally requires some overnight travel
Minimum Qualification Requirements
Licensed as a professional engineer, and the equivalent of two years of full-time licensed professional transportation or related civil engineering experience. Must have, or prior to appointment, must obtain an active Iowa professional engineering license through the Iowa Professional Licensing Bureau – Engineering and Land Surveying Examination Board;
a Masters degree in chemical, civil, construction, environmental, materials, structural, or transportation engineering; engineering management; or an area closely related to transportation engineering may be substituted for one year of the required experience;
employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time experience as a Transportation Engineer.For additional information, please click on this link to view the job description (Download PDF reader).
