This position will perform work overseeing the inspection of large complex highway construction projects to ensure that work is done according to specifications. Is responsible for keeping the engineer informed of the project progress and the manner which it is being performed, maintain daily project records, and coordinate staffing needs. Will ensure a safe working environment is maintained, solve onsite problems and situations regarding construction of project and design modifications: serve as lead worker to lower level construction and highway technicians, and perform other duties as assigned.
Typical duties will include:
Inspect large complicated construction projects to ensure compliance with plans, standards, and specifications
Sample and test materials and work for quality
Prepare and verify payments to contractor
Plan project schedules and assess project requirements in terms of equipment, staffing and training of technicians
Solve on-site problems regarding construction of the project
Maintain detailed records of all activities; read and understand plans and specifications; answer questions from contractors, utilities, and the public
Perform project audits and finalization.
The position requires the ability to follow instructions, communicate effectively, display high standards of ethical conduct, and display a high level of initiative, effort, and commitment. The construction technician senior should be proficient with the personal computer.
Lifting: Ability to perform heavy work, occasionally (1-33% of the time) lifting/lowering, carrying and pushing/pulling various items/using force from 50 - 100 lbs. Team lift or mechanical assist recommended for weights over 75 lbs.
CDL: Must possess a valid Commercial Driver's License (CDL) Instruction Permit upon hire. Within 14 calendar days following appointment, a valid Class A CDL must be obtained and maintained with air brake and tanker endorsements.
Requires a pre-employment drug screen and will require ongoing participation in the employer's random drug and alcohol testing program and will be subject to the regulations regarding the Federal drug and alcohol testing program.
Post offer, pre-employment physical.
Requires certification for testing materials and operating specialized equipment.
This position is also performs duties related to winter snow and ice removal.
Minimum Qualification Requirements
Graduation from high school, or G.E.D. and experience equal to five years of full-time work in engineering survey, construction inspection, materials inspection, materials testing, or the building construction trades;
qualifying experience may be substituted on a year for year basis for the required education;
employees withcurrentcontinuous experience in the state executive branch that includes the equivalent of experience equal to eighteen months of full-time work as a Construction Technician.

Designated positions in this class require possession of a valid Commercial Learner's Permit upon hire. Within a timeframe determined by the appointing authority, a valid Class A Commercial Driver's License with the required endorsements and applicable restrictions must be obtained and subsequently maintained in order to continue employment.
If a CDL is not designated, all positions are required to have and maintain a minimum of a valid Class C Non-Commercial Operator's License.
In conjunction with Title 49 of the Code of Federal Regulations (parts 40 and 382), designated positions in this job class require a pre-employment drug screen and will require ongoing participation in the employer's random drug and alcohol testing program and will be subject to the regulations regarding the Federal drug and alcohol testing program.
Prior to starting employment, all persons are required to have a post offer pre-employment physical verifying the physical ability to perform the duties described.
Positions require certification for testing materials and operating specialized equipment as required by the Iowa Department of Transportation's Technical Training and Certification Program for Highway Materials and Construction; and/or other certifications as required.
Employees must be able to travel and may be required to stay away from home overnight during assignments. Employees in designated positions must be able to work up to 16 consecutive hours.
Travel may be required for positions in this class. Employees must arrange transportation to and from assigned work areas.
