We are looking for an individual that has a high level of initiative to be the District 3 Utility Coordinator (DUC). The DUC works as part of the District 3 project development team to deliver transportation improvement projects in the 19-county area of northwest Iowa. The DUC is the face of the DOT for utility companies and takes the lead in working with them during project development. When a utility is impacted, the DUC works with the utility companies on the relocation of utilities serving as the district expert in this process. This requires a high degree of professionalism and strong communication skills (verbal and written). A high level of attention to detail and documentation is required to be successful. The ability to meet these duties on schedule is critical to the project delivery process being successful. Information about utility coordination is documented by the DUC in the DOT's project management software. The DUC will work with other districts and central office staff to improve the utility coordination process statewide. The other DUCs and central staff will also serve as a peer group to assist in learning and solving problems. This group meets throughout the year to work on these efforts. The DUC schedules operational planning meetings for specific projects, which include affected utilities and DOT design and construction personnel. The DUC plans and participates in district and statewide utility meetings which provides an overview of future District 3 projects within the 5-year program. The DUC will work with district Engineering Operations Technicians (EOTs) to assist utilities in getting permits for the relocation of utilities. In addition, this position will learn the job duties of an EOT and fill in as needed for an EOT in issuing permits. This position will also serve as a DOT coordinator and contact for District 3 Public Information Meetings (PIM). This requires working with the Office of Location and Environment (OLE) to set up and schedule a PIM for upcoming projects. Coordination with OLE for information about projects is needed, so they can accurately communicate project information in letters and on the DOT's website. The DUC will assist during PIM meetings. The DUC serves as a resource for utility companies and the public. The ability to understand project schedules, plans and land documents is essential to perform the duties of this position. Travel: Occasional overnight travel may be required. License: Must possess a valid driver's license.

Minimum Qualification Requirements

Graduation from an accredited college or university with an Associate's Degree in Civil Engineering or related field and experience equal to five years of full-time work in engineering survey, construction inspection, materials inspection or materials testing;


any equivalent combination of education and experience substituting qualifying experience for the education on the basis of one year of experience for thirty semester hours of education;


employees with current continuous experience in the state executive branch that includes the experience equal to one year of full-time work as a Construction Technician Senior or four years of full-time work as a Construction Technician.For additional information, please click on this link to view the job description (Download PDF reader).
