Indian Health Service Environmental Engineer in Sioux City, Iowa

Summary

This position is that of Environmental Engineer for the Great Plains Area Office of Environmental Health and Engineering, Division of Sanitation Facilities Construction, Indian Health Service, located in Sioux City District, Sioux City, Iowa. The purpose of this position is to assist in the project development, design, construction, as-built development, and project training of individual and community water supply, wastewater disposal and solid waste disposal facilities.

Responsibilities

This position will support the Federal Government's response efforts to COVID-19. Serves as the Project Engineer in the planning, design, and construction of sanitation facilities construction projects on assigned reservations. Acts as Contracting Officer's Representative for construction contracts to verify quantities, reporting and record keeping, construction safety, public relations, fiscal project integrity and warranty inspections. Responsible for complete scheduling of all phases of sanitation projects including multiple contracts resulting in timely construction of sanitation facilities. Performs topographic and alignment surveys and engineering calculations to arrive at detailed designs.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. GS-05: Applicants who meet the above basic requirements qualify for the GS-05 grade level. GS-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: inspecting on-going construction work such as trenching, excavating, and facilities construction in accordance with plans and specifications. Maintaining daily construction logs, recording construction material quantities installed, and preparing as-built sketches. Experienced using drafting software, such as AutoCad. OR, Superior Academic Achievement. OR, completed as least one full year of graduate level education in a related field. GS-09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Collecting and analyzing data for community water and sewer systems for design of new construction or improvements to existing facilities. Utilizing modeling software to complete construction drawings. Prepares technical specifications of construction documents. Process progress payments to contractors. Gather daily construction notes and compile into a weekly report for distribution. OR, a master's degree or equivalent graduate degree OR, 2 full years of progressively higher level graduate education leading to a master's degree in a related field. You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned. Recruitment or relocation incentives may be authorized. At least a 6 month service agreement will be required. This position has promotion potential to the GS-09 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval.
